Immigration to the Provinces
If one wishes to migrate to one of the Canadian provinces as a provincial nominee, the immigration procedure is a two-step procedure. The first step is to obtain a nomination and complete the provincial nomination process of the province where you wish to settle. The Immigration Department of the province in which you wish to settle will consider your application based on the immigration needs of the province considering the employment and business opportunities that you provide and your genuine intention to settle in the province.
Once you have obtained the nomination of a specific province, a separate application needs to be filed with Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
The exception to the two-step process is the province of Quebec which has its own immigration selection process for skilled migrant workers and business visas – see: www.canada.ca and https://www.quebec.ca/immigration
It should be noted that provincial nominees are NOT assessed according to the selection factors of the Express Entry visa programs as detailed above.
